The word "gacaca" comes from the Kinyarwanda word for grass or lawn. The dynamic of this "justice on the grass" has worked well in South Africa's Truth and Reconciliation process. But Rwanda's wounds are far more traumatic and the current government's commitment to human rights is not as strong as the commitment of Nelson Mandela's government in South Africa.
